I feel that the pharse a picture is worth a thousand words means that there are many different people in the world, each with their own thoughts and feelings towards a picture. i belive that the pharse could be interpeted either way. If a picture has enough depth, and feeling in it, people could talk about it alot, and have very progressive arguements about it. But the absentence of such a thing could render much less of what it could be. People offten misinterpert the true meaning of a picture, that the thing the creator of the photo meant is not recongnized. For example, you could be trying to explain what a car part looks like. The other person might not understand what you mean, so you could just show them a picture instead of trying to explain how the car part looks.
